Most of the territorial data center that occupy large spaces and require a large amount of uninterrupted supply of electricity. This causes many problems, as acquiring land for these large projects may invite public anger. The water needed to cool down these servers added another pinch of salt.
Although countries other than the USA are still looks these concept with caution, a space data center required lots of capital expenditure rather than territorial data center.
